Is there any law in California which makes it illegal to use Charcoal burning BBQ's in an apartment complex?

I have neighbor who cooks the most annoying food, all the time, and lets his charcoals burn unattended. I've notified my apartment management company, but they really suck, and said we can pay to move to a different apartment.
